You can either get a charmander by choosing it as your first Pokemon or trading it into the game from another version, those are the only possibilities. In Pokemon yellow however you can get one at the cerulean pier.

You don't get Deoxys from anyone in the mining museum You have to trade it from Diamond/Pearl, or migrate it from Ruby/sapphire/emerald if you went to any of the events.
On Pokemon pearl you cant get dialga cos it is on diamond but you can get giritina why cos it is the main Pokemon on platinum?
Well Pearl was made before Platinum so Platinum probably wasn't being planned until after the release of Diamond and Pearl. Also this happened in Ruby and Sapphire, where you could catch Rayquaza in Ruby, Sapphire, and Emerald. I don't think anyone but the creators know exactly why Giratina was in put in Pearl too, but maybe it was just another legendary they put in the game. (Legendary may not be quite the word if there are more than 30 legendaries in all. Half those being in Platinum.)

How do you get a ditto in sapphire?
you can not get it in sapphire so just put two of the same Pokemon but different genders.you cant do it with starters which i think is stupid bcus i own sapphire.you cant get ditto in ruby either.you can get ditto in emerald.sucks for anyone who has ruby or sapphire,anyone who wants a bfaby from a starter.

Dude, just get Leaf Green and catch 6 Pokemon and migrate them and your starter oh and u can do this with Fire Red too Mewtwo anyone? i dont have leaf green

I for one have an interest in Torchic. If you'd like to have one in Diamond or Pearl version, you have to choose it as your starter Pokemon in either Ruby, Sapphire, or Emerald version and migrate it to your game (or you could repeat the process for both versions, if you have them, or as many games as you want).
