There are no move tutors in Pokemon Diamond/Pearl who teach Fire Punch, however, it can learn fire punch if you "Breed" Loppuny/Buneary with a Pokemon who learns fire punch.
Here is how: You'll need a female Buneary/Loppuny, a male medicham, and a heart scale (Dig in underground to find one).
1 Go to Pastoria City
2 Go to the move relearner (House in th middle)
3 Get your medicham to relearn fire punch
4 Go to Solaceon Town
5 Talk to the woman inside of the daycare
6 Get her to raise Loppuny/Buneary and Medicham for awhile
7 Ride around on your bike for awhile
8 When you go back, the man in front of the day care should give you an egg, if not, then ride on your bike some more and come back later. Be patient, as this can sometimes take a long time.
9 When the egg hatches, it should be a lv 1 Buneary who knows Fire Punch.
Should you want your Loppuny/Buneary to learn Ice and Thunder Punch, then just have Medicham learn those moves too, but you might have to dig up more heart scales for that!
