Transportable is the broadest word, and in this category are such things as relocatable halls and houses. In Wellington New Zealand, a multistorey reinforced concrete hotel was transported a block or so - very carefully.
Portable is more limited, and the name luggable is often applied to some computer systems that can be moved, but not without effort.
A truly portable item should be easy to carry - a modern laptop would meet the criteria, but many suitcases would not. If it needs wheels, it is probably luggable, not portable.
