No. There are 4 directions on a compass rose.
The eight directions on a compass rose are: # North # Northeast # East # Southeast # South # Southwest # West # Northwest
North, North east, East, South east, South, South west, and North west.
You can remember this by saying Never Eat Soggy Waffles, which is North East South West.
North South
East
West
A compass rose is usually found on a map. It shows the main directions, (North, South, East, West) as well as directions like Northeast, etc. If you visualise a circle with 8 evenly spaced lines going through, with each line labeled, you will get an idea of what a compass rose looks like.
A 16 point compass is a compass with 16 points, it doesn't have a official name. The points/directions in Right-To-Left order is North (N), North-North-East (NNE), East-North-East (ENE), East (E), East-South-East (ESE), South-East (SE), South-South-East (SSE), South (S), South-South-West (SSW), South-West (SW), West-South-West (WSW), West (W), West-North-West (WNW), North-West (NW) and North-North-West (NNW).

The cardinal directions on the compass rose are North, South, East and West. The primary intermediate directions are those between two adjacent cardinal directions. They are Northeast, Southeast, Southwest, and Northwest. Directions between a cardinal direction and one of the four primary intermediate directions can also be named. For example, the direction between North and Northeast is North Northeast (as in "north of northeast"), and that between Northeast and East is East Northeast (as in "east of northeast").

My Guess it is the same thing! The device has 8 Points and is used to show the orientation of North (and other compass points) On a map or nautical chart. The Ground-pounding Army preferred the term (North turning arrow) wanting to eschew Naval jargon. Compass Rose only vaguely resembles a rose. It is very attractive symbol and was also associated with the Intelligence gathering services in Black with White points or numbers. Again I have never heard the term Nautical star-Am Familiar with Compass Rose and North-turning arrow.

The Nautical Star dates to Babylonian times, and has never been a symbol of homosexuality. Further Information: The Nautical Star is an obsolete term for the 32-point compass rose. While most people are familiar with a 4-point or 8-point compass rose that show the primary (or secondary in the case of 8), the "nautical star" had 32 points that give it the shape of a star.
