My Guess it is the same thing! The device has 8 Points and is used to show the orientation of North (and other compass points) On a map or nautical chart. The Ground-pounding Army preferred the term (North turning arrow) wanting to eschew Naval jargon. Compass Rose only vaguely resembles a rose. It is very attractive symbol and was also associated with the Intelligence gathering services in Black with White points or numbers. Again I have never heard the term Nautical star-Am Familiar with Compass Rose and North-turning arrow.
