Yes, although all of the usual precautions applying to scientific research still apply. The questionnaire needs to be tested and verified on a sample of the real population, for instance, and the actual sample on which the questionnaire is to be used must be selected on sound statistical principles.
If the objective is to avoid even categorical answers to items then so-called open questions can be put to respondents that do not bias their answers.
