For theatrical purposes, it's usually either something that looks like snow (soap flakes, small pieces of plastic) or a kind of foam. You can buy either pre-made fake snow or a "snowmaker" and the liquid that goes into it (essentially a kind of soap) from a theatrical supply company.

At ski resorts, it usually involves blasting water into the air in the form of very fine droplets and allowing it to freeze. These are very expensive to buy and operate.

Clear silicone putty makes a pretty good water substitute for models etc.

Might try and see if you could mix in a drop of blue food coloring.
