Scientists have to come up with hypotheses before they come up with theories. A hypothesis doesn't require confirmation, you can just think up anything that might possibly explain a given phenomenon, and only when a hypothesis is confirmed by observation and analysis does it advance to the status of a theory. The theories are easy, since they just come from confirmed hypotheses. It's the hypotheses which are hard to devise. So, how do scientists come up with hypotheses? For that, they draw upon all their scientific knowledge and all of their imagination and creativity.
