It is an out-dated phrase from the seventeenth and eighteenth centuries to describe the terrestrial sphere. Today's scientists tell us that it is nearly all solid earth (plus the molten core) and only 0.02% water (oceans, rivers, underground reservoirs, etc.). The phrase points back to a period when earth (terra) and water (aqua) were considered to be two of only four elements (along with air and fire), but it also points to a new, seventeenth-century way of thinking, which considered the earth and water to make up one globe or sphere, rather than a sphere of earth overlaid by a separate and larger sphere of water. The latter view, derived from the ancient Greek Aristotle, was dominant in Medieval Europe.
Declination is the angular measurement of a celestial body north or south of the "celestial equator". You can think of it as the equivalent of "celestial latitude". The "fixed stars" don't have any change in declination. (Well, they _DO_, but only very slightly and VERY slowly.) The Sun, Moon, and planets all have their own paths within the solar system, so their declinations will change on a day-to-day basis. The Sun is at a declination of zero precisely at the time of the equinox. In September, the Sun's declination is decreasing, and it goes negative immediately after the moment of the equinox. This is generally on September 21, but this can vary a day either way depending on the cycle of leap years.

The widely accepted model for the diagramming of atoms today is the Quantum model, which involves different orbits holding two electrons, and different energy levels, hold electrons in groups of 2, 8, 18, and 32. Drawing this model typically results in a huge mess of lines, and a three dimensional model would be even worse. So i suggest using the Bohr model, and making a semi-sphere with the correct number of electrons in each shell.
