The first nonzero number is 7,000,000,000 is 7 which is a number between 1-9. There is no decimal in this number, so it is understood to be at the end. From here, one needs to move this understood decimal to the first number , which in this case, is 9 spaces to the left, making the answer:
7 x 10^9
If it where that a nonzero number following the first number, it can be incorporated to depict the exponent and the number being multiplied by the base of ten. For instance:
