The flat paper has more surface area, allowing it to catch more air and float. The crumpled paper on the other hand, does not, because it doesn't have as much surface area to spread the air out.

E.g if you buy a pack with 500 pieces of A4 paper for 2.00, 2/500= 0.004 per piece of paper OR A pack of 300 for 3.50 3.5/300= 0.0116666666 per piece meaning that each piece is approx 1.17 pence
