Time as humans know it is a concept relative to the rotation of the Earth. If the Earth stopped rotating around the Sun, than Earth as a planet would begin to die from cold and lack of sunlight.

Everything would freeze and there would be ice but there would be no warm currents to pull moisture up to the atmosphere and thus no snow falling. But if you mean the Earth stayed where it was and just stopped spinning on its axis then no, there would still be snowfall.
