Nemesis is only theoretical. It is likely that if it does exist, within the next few years Voyager will detect more evidence of its presence. However, innocent until proven guilty, so until we have proof that Nemesis exists, we have to assume that it does not.
Nemisis
The question is meaningless. A chemical element cannot have "archenemies" in any meaningful way. Even figuratively (for example, one might casually, loosely, and somewhat confusingly refer to strongly oxidizing elements like fluorine and oxygen as "enemies" of metals), it doesn't apply to neon, which is exceptionally inert; even more so than most other noble gases (only helium has a lower polarizability).
Yes, Time Lords always have 12 regenerations. Some previous episodes have been based around the Doctor's nemesis (the Master) wishing to steal the Doctor's remaining regenerations, and when he ran out of regenerations he looked like a skeleton. Also, River Song used up all of her 'remaining regenerations' to bring the Doctor back to life in 'Let's Kill Hitler', which proves that a Time Lord has a finite number (even if she is only part Time Lord). It is also mentioned somewhere else that they have only 12 regenerations - can't remember where, sorry. Is this what you wanted?
