In order for an idea to be considered a hypothesis, it must be able to be tested. No matter whether tests prove the hypothesis to be true or false, it could never be considered a hypothesis if it wasn't possible to test it.

A scientific hypothesis is only useful if it is testable. It is possible to make a scientific hypothesis that is not testable, but this does not advance science. I should add that sometimes a hypothesis is not testable at the time it is originally made, but subsequently someone may figure out a way to test it. That is why scientists are sometimes interested in a hypothesis that they cannot test; if it is interesting enough, they may still hope that it will eventually become possible to test it.

Actually, a scientific hypothesis does not necessarily have to be tested. If it is tested and confirmed, it advances to the status of scientific theory. But sometimes, no one has figured out a way to test it, or possibly, there is a way to test it but no one has the funding to pay for the test, in which case the hypothesis remains hypothetical.

I could state that the moon is made of cheddar cheese. But, unless that theory is disproved or proven to be correct - my theory is only my opinion. It can not be accepted as being a scientific fact. Someone landing on the moon and attempting to eat the surface, would prove that the moon was not made of cheese - which would then a a proven fact.

The hypothesis comes first. A theory comes after multiple experiments have been conducted, which have tested the same or similar hypotheses multiple times.
