Electrically: Insulating or conducting is a material property. So it all depends on what the pan is made of. However most metals aren't great conductors, the only really good conductors are: Silver, Copper, Aluminium and Gold.

Thermally: A frying pan has to be a great thermal conductor to transfer heat into your food. Usually this happens through induction. This is the process of having a magnetic field change through the pan. Now we know that the pan is made of a metal and usually metal can conduct magnetic fields very well. However in doing so, when these fields change, they create a sort of friction between the atoms that make up the structure of the metal. This causes heating, that is then transferred to your food.
