Typical sunflowers that are planted are annuals; however, there is a newer crop being developed called "perennial sunflowers."
Dahlias are usually treated as tender annuals, but you can overwinter the tubers by digging them up, and allowing the tubers to dry for a few days. Store in a frost-free location, out of direct sunlight, in a ventilated box or basket. Fill the box with slightly moistened sand, peat moss or vermiculite.
So, with care in over wintering, Dahlias can be treated as perennials. Don't plant the tubers out too early in the Spring to avoid frost. Check tubers occasionally through the winter for rotting and drying out. If the tubers appear shrivelled, mist them lightly with water.

If you put a cut stem in the soil, it is unlikely the sunflower would grow. It would need to grow from seed.
I'm guessing regular water, considering it is a sunflower. But don't judge on what I say, look it up on different gardening websites and books - You'll find the answer somewhere!
