I wouldn't think so, and I'll tell you for why. A winter jacket is made for keeping you warm in the winter. Not for passing electricity through it (I think). Also, a conductor lets something pass through it so a winter coat would insulate heat. Weather it would insulate electricity, I don't know. I know what your thinking, Notinsulator, conductor!
