It is an insulator. It would take many wraps to make it become a good insulator. There are much better products in the market place to use for insulation purposes which are much safer.

If I had to choose the best insulator out of steel wool, aluminum foil, cotton and bubble wrap, I would choose the aluminum foil.
Bubble wrap is often used when shipping items in packages. The wrap protects the item from being broken, since the wrap cushions the item should be there be any impact.

Metal - very good conductor of heat. Not a good insulator at all (Don't wrap cans in aluminum foil.) Glass - A little better resistor of heat energy transfer but still not great. Plastic - Depending on the exact material, plastic is probably your best bet. Especially if it's a foam of some sort; the air bubbles in the foam create barriers that heat energy has to cross to be able to escape.
Bubble wrap is better because it contains air, which is a very good thermal insulator.
Tin foil is not a thermal insulator and so is irrelevant to the question.Bubble wrap is a better insulator at low temperatures but as the temperature increases bubble wrap will simply melt and provide no insulation at all.
It is not a good insulator if you are dealing with temperature because of the air pockets and the temperature of air inside a bubble (air pocket) but it would be a good insulator if your dealing with something related to circuits because plastic is not a conductor.
