Incorrect. Electromagnetic waves have NO mass. Simply because something -- be it heat or a static magnetic field or an EM wave -- has energy, that does NOT mean it has mass. The equivalence of mass and energy is simply a statement that mass is one form of energy -- just like the others I mentioned.
