It's an emulsion. Actually, you would need to explain the particular lotion. The lotions I make would be a solid, because all ingredients are solids, however, I do have to liquify some of the oils to get them to emulsify. So, the answer to your question might be rooted in the ingredient listing and how it was assembled. For example, I add just a bit of bees wax to mine. Many storebought versions use petroleum jelly or mineral oil. Mineral oil is a liquid, petroleum jelly is what?
