17 degrees Celsius is generally considered mild or cool, depending on individual preferences and regional climate. For some people, especially those accustomed to warmer temperatures, it might feel chilly, while others may find it comfortable for outdoor activities. It's often a good idea to wear a light jacket or sweater in this temperature range.
No it is definitely not cold. I live in a cold climate, so I think it's just a little bit warm, but someone from a warmer climate would think it's cool. ADDED: 15ºC = 59ºF - I leave you to decide if comfortable or not!
cool??? haha (32 C) =(89.6 F) ... soo. basically 90 F.. that's a hot day.. if u ask me
As far as normal climate experiences go, 9 C is a pleasant cool day (with a wind it might be described as brisk). A light jacket would be adequate. Joggers would still be in shorts and t-shirts
Water is a solid when it's 0 degrees Celsius or lower and a liquid at 0 degrees Celsius or higher and when it is 100 degrees Celsius it turns in to a gas
if it's winter not really, summer,Freezing!

13 degrees Celsius is considered cool or mild by most people. It would be sweater weather for some, but not extremely cold.
True e.g. 15 Celsius down are cool-cold, 20 Celsius up are warm-hot...😁
.I think that shorts and a sweater could be just fine if you don't get cold easily. Light pants are probably your best choice. But 13 degrees celcius isn't good fro sweat pants. If your sporty wear track pants and if your just average wear light pants.
Is considered Slightly cool or mild temperature if there no breeze
