A dehumidifier removes moisture (water) from the air.
A large body of water can affect the amount of snow falling because of the moisture and high winds. With larger bodies of water nearby, high winds and moisture can travel and carry from closer and larger lakes. The larger the body of water, the more moisture gathers and when the high winds and moisture reach land, they get 'whacked' (as you say) with snow.
when cold and warm air mix together it makes moisture and the moisture go around the can since it is filled with water. :)
The musty smell of moisture and possible water marks would indicate that there is a problem with water.
