If you have a bag, a box, a balloon, or a bottle that can hold 1,728 cubic inches, then you say it has a capacity of "one cubic foot". If you have several of these, then their total capacity is "several cubic foots". But people would laugh at you if you said it like that; so, instead of saying "cubic foots", you say "cubic feet", and then you get more respect.
