Hertz is used to measure frequency ie the number of times per second that something happens. Its commonest uses are to measure the number of oscillations/sec of electric currents or radio waves and the processing speed of computers.

Hertz is related to the power source frequency. Some other countries use different frequency standards for their power distribution. For instance, UK uses 50 Hz in their power distribution. A device designed for 60 Hz source will not work properly on a 50 Hz circuit.
