If the controlled experiment caused harm to humans (Not organisms such as bunny rabbits and dogs sadly) for example lets say i have a hypothesis that a factory chemical that was very dangerous had fumes that caused cancer. I could not bring in perfectly good humans and expose them to this chemical. Its against the law, now what u COOOUlld do is get a research ship and drive to the middle of the Atlantic Ocean where no laws apply its a freeman zone aka where pirates roam.

If they can't do a controlled experiment chances are they're advanced and know what they're doing. Depending on the experiment itself, the scientist would have to come up with a procedure that doesn't involve a control. Although there may be no official control, they probably still compare the results to something.

You might build a model and then test your hypothesis.

Or wait for your predictions from hypothesis to be tested in the real world most Astronomy - for instance - is done this way!
