This means that something is scientific only if it tries to explain a phenomenon in a method that can be measured and draw definitive, statistically consistent proof. This rules out many theological and paranormal ideas, as they oftentimes have no basis in proof or mathematics to explain if the phenomenon even exists either consistently or at all.
