It is like the same concept but it is not 'literal'. You can say something is a weak alkaline, that simply just means that it is less when in cotact with acids rather then a strong alkaline.

Ok I'm not completely sure about this answer but I'm not a scientist & I DON'T know everthing but I was just using a bit of my science knowledge (which I don't gain in my science lessons) & used it to answer this Question. Urmm, I hope it helped & don't mind my babbling ;]
