When you blow a balloon up with air and let it go it quickly releases its air and flys away very quickly until it lands on the ground

well it depends what type of balloon it is if it is filled with helium it will float higher and higher until it will pop under the air pressure. but if it a ballon filled with normal air it will just float back down or get blown away if there is wind

Make wheels with something, wrap the balloon around the axle many times, then anchor it to the opposite side of the car. then let go and watch the balloon unravel itself and propel the car. Or tape the blown up balloon to the car. Or throw it.

It will contract and become smaller, because of the pressure of the water pushing down on it. It will get smaller and smaller the further under water it is.
