the paper towel sucks up some of the water but some sits on top of it, as the towel is saturated and cannot hold more water. Although it will not drip off unless there is to much and it can't be absorbed
Because like what if you had like germs on your hand and washed it with the towel then used the same one for dishes. The germs would go on the plate or whatever, then you put food on the plate and yeah you could kinda get ill. but i guess its unlikely but it could happen. Its just for hygiene really.
