answ2. Not as written. capital O is oxygen, and capital N is nitrogen. But such a compound probably does not exist.

EDIT: C (carbon) has oxidation number of 4+ or 4- and NO3 (nitrate anion) has oxidation number of 1-, so this compound (CNO3) cannot exist.
