If you mean a Barnacle? Its A kind of crustacian (related to crabs and lobsters) that latches of to rocks and the underside of a ships hull, and feeds off Plankton and anything else that happens to float by with a sieve that comes out of their mouths only when they are immersed in water, otherwise the just close up
