Well, oddly enough, it depends. There are at least three common "gallons."
A US fluid gallon is 3.785 Liters. So 4 Liters is larger than a US fluid gallon.
A US dry gallon is 4.405 Liters, and a UK gallon is 4.546 Liters, so both of
those are larger than 4 liters.
This question points up one of the problems with the non-SI systems of units.
When you say "liter" (or 'litre'), everybody knows what volume you're talking
about, but when you say "gallon", they have to ask "which one ?" .

A gallon is a measure of volume (similar to cubic meter or m^3), so the question of comparing m^3 with m, like comparing apples with oranges, is illogical. But if you meant comparing m^3 with a gallon, I think that is OK. 1 gallon = 3.78 L. 1 L = 0.001 m^3. Therefore, 1 gallon = 0.00378 m^3.
