Dr. Librado D. Ibe is a nuclear physicist known as Filipino scientist here and abroad. He finished his Nuclear Engineering at Purdue University in the United States. He interpreted and revised the former Philippine Atomic Energy Commission's functions, now renamed as Philippine Nuclear Research Institute to be more effective and relevant to the changing times. He also authored the peaceful economic application of nuclear energy. He was one of those who spearheaded in making the agency responsive to the country's needs in medicine. He was the leading researcher in the series of researches that have produced useful radioisotopes. These radioisotopes are now being used in medical diagnosis and therapy.
