In meteorology, the 540 line is *roughly* where you see freezing temperatures.

A more roundabout explanation: 540 = 5400 meters = the distance between where atmospheric pressure is 1000mb and 500mb, the lower half of the atmosphere in which we live. The thicker this layer, the warmer the air is. It's not so critical in other places; on the West Coast, it's the 528 line, at higher elevations, this thickness is greater because of the pressure compensation.
