A fact is a bit of information-it is something that is true and that can be observed. For example, it is a fact that the molecular mass of water is 18.02 g/mol. A concept is a general idea. For example, stoichiometry is a concept. Facts are memorized, concepts are understood.
To a layman, a fact is something he "knows," and a theory is something that might or might not be true.
To a scientist, a fact is something that can be tested by anyone with the proper skill and equipment, and that repeatedly and reliably gives the same result every time.

A fact can be proven with solid evidence and/or mathematics. A theory cannot be proven- yet.
A concept is an idea of something not yet produced. A principal is a standard that is adhered to by an individual or imposed on a group.
