Brown paper was originally used on old war veterans. Doctors believed that these vets would mistake the brown paper for brown paper bags containing O.E. These bags, of course, did not actually contain O.E. and the vets soon discovered this after looking inside the bags. The absence of "good ol' E", as they called it, infuriated the old vets and they grew crazy. They began ripping their bags apart and chewing on dogs while they yelled "Haluqua Kalay!!!", meaning "spring water of Kalay!!!" Hence, the phrase- 'to go mad and tear brown paper'
