In a few compasses I've seen (mostly the cheap ones), it is filled with water; in most common ones that people buy at stores like Academy Sports and Outdoors, it is most likely filled with mineral oil. If it is an old compass like ones they used in the Civil War, WWI, WWII, its most likely Kerosene.
