Encoders come in all levels of complexity.

The most simple just sends a pulse whenever a shaft passes a fixed point as it turns.

More complex encoders send a pulse whenever the shaft passes one of several points.

Even more complexity allows the encoder to send a pulse across three circuits, allowing the encoder to indicate position AND direction of rotation.

And up the complexity scale, there are encoders that read the shaft position, translate it into degrees, radians or some other unit of measure, then output a parallel data stream.

All are considered encoders.
