The Earth's tilt is constant (over time scales we're concerned with) at 23.45 degrees. Its declination is what changes, ranging from -23.45 at the winter solstice to 23.45 at the summer solstice. 0 degrees would then be its declination at each equinox. You can then find Houston's average temperature at these times easily enough.

If the Earth had a tilt of zero degree, there would be no pronounced seasons and variations in the durations of day and night throughout the year.
