There are many ways to describe the speed of a processor.

Even when external factors can be largely eliminated or ignored, comparing different processors typically requires executing a reference program (a 'benchmark' program). The performance of this measurement reflects the processor's performance as well as the quality (effectiveness) of the code executed, as different compilers will compile the same source into different output with varying degrees of perfection.

A better way to examine the question would be to figure out what task you want to speed up. This could include how fast your computer turns on, how fast it can process multi-media types of data (audio/video), or server level computing for applications, services, and user management. Different hardware and software components affect speed in different ways and sometimes optimizing a computer to perform one specific task can yield better performance results.
