Well, it depends on your experiment. If you're adjusting the amount of cooking oil before an experiment, it's an independent variable. If you're calculating how much there is after the experiment, it would be a dependent variable.

I assume the term for something that is not changed during an experiment is called, the control. Any changes observed in the experiment, can be compare to the control, which is still be in the original form before the experiment began.

The dependent variable in this experiment would be the amount of crying produced by cutting each onion, measured in tears shed or self-reported discomfort levels. The chilling method (freezer, refrigerator, kitchen) would be the independent variable being tested to observe its impact on reducing tears while cutting the onion.
If the answer is already a well known scientific fact, it would be a waste of time to do an experiment. It also helps you know what additional items you may need to do an experiment.
To eliminate confounding variables, or variables that were not controlled and damaged the validity of the experiment by affecting the dependent and independent variable, the experimenter should plan ahead. They should run many checks before actually running an experiment.
