It depends on the environmental conditions, if in normal conditions, in fighiting for their survival, there is very less chance that they get germniated, even if they did, very few would grow or they might not grow at all.

If due to some particular problem, all seeds fall under the parent plant, then as the plants grow close to each other there would be many problems and the plants growing would not survive for long. This is because the nutrients are constantly taken away from the soil and a time will come when nutrients are not left in the soil such that it is not enough for the plant to survive.

Dense population of seedlings come into existance around the mother plant. This happens when conditions of seed germination prevail in that area.

What will happen all the seeds from a plant fall under the parent plant?

Some of the seeds will mature, but it depends on outside factors such as weather, surrounding environment, healthy soil, etc. Humans are also the cause of growth of seeds and grounded seeds; they cut/trim the tree, over/ under water the seeds, etc. The seeds underneath the parent tree have to be buried under some sort of soil and spacing of the seeds factor growth. Dispersion of the seeds by animals keeps the seed from pollinating with its surrounding species.

Why is it important that seeds are spread as far as possible from the parent plant?

So that when the roots start to grow, they aren't blocked by the roots of the parent plant or they aren't competing with the parent plant for the water and nutrients in the soil. The seeds also need as much sunlight as possible, and if they are under the shade of the parent plant they can't get this.

What is the meaning of dispersal of seed?

Seeds disperse to avoid competing with their parent. An acorn seed sprouting underneath the canopy of its parent tree would be starved for sunlight and would most probably die. An acorn that was hidden by a blue jay under a rock in an open field (and then forgotten) would have an excellent chance of growing to maturity. (Providing something didn't come along and eat it.)
