The closed flame (orange) is only ever used when turning on the bunsen burner or when you are leaving it for any amount of time to insure the safety of your class mates.

The open flame (blue) is used at all other times.

Please note it can be hard to see the blue flame so it is important that you stay aware and safe as it is often as hot as 700oC.
