ethanol can be made by fermentation. fermentation is when you use yeast to convert sugars into alcohol, carbon dioxide is also produced. fermentation happens fastest at 30 degrees. make sure no oxygen is present when you're doing this because the ethanol will turn into ethanoic acid(vinegar).
get some sugar put some yeast on it and heat it 30 degrees Celsius. you will get ethanol and carbon dioxide gas. the carbon dioxide gas will escape and there you will have it some ethanol. but don't try that at home because i think there's danger.

It might be difficult to buy genetically engineered seeds for a science project. The seeds are patented, so the company that created the GM seeds holds the rights to the seeds. Monsanto is one of those companies and in the past they have not allowed their seeds to be used for experimentation without their permission. You could; however, contact Monsanto or another company that has developed GM seeds and ask them if you could buy some for your project.
Just about everything you buy in the store began as a science project... somewhere. Where do you think plastic came from... someone's science project. Paper? Someone else's science project. Computers? Another science project. Those light bulbs in your house... yep, more science projects It wouldn't be very instructive to just to display someone else's science project. Have you heard of plagiarism? However, many things are available in kit form. Think of what you are interested in... and turn it into science. If you like electronics and electronic gizmos, go to Radio Shack and ask about electronic science kits. If you are interested in cooking... Think of something with cooking... perhaps try making some gluten free recipes... then write an explanation of why that is important. There are many ideas for science projects on the "related questions" page.

Beverage alcohol is, but it's not a "scheduled" controlled substance like pot, heroin, cocaine or amphetamines. It's legal to buy it only if you meet the age requirement, which is 21. Ethyl alcohol used as a solvent (and mixed with something to make it undrinkable so it doesn't have to be taxed as beverage alcohol; this is called Denatured Alcohol in the US or Methylated Spirits in the UK) is a Volatile Organic Compound and there are lots more laws governing its sale.
