It depends on what one considers "clean".

The kidneys & urinary system are tasked with filtering toxins from the blood and maintaining salt balance. Essentially this function is the same in both males and females, but would depend one's size, and one's intake of food, water, and medications.

The urine and bladder is supposed to be sterile.

Due to anatomic differences, the human male urethra is longer than the than the human female urethra. And, perhaps there is less chance for the opening to the male urethra to become contaminated.

Thus, do to a shorter pathway, and differences in the opening of the urethra, women often get more Urinary tract infections than men.

If they do a "clean catch"... urinate a little into the toilet, then into a sample container, it may be easier for men to have low bacteria counts in urine samples.
