Ive been using Graffiti Studio 2.0 for like a year now and i don't think that it is plugged into the game yet it may be a work in progress because when you are tagging you cant get cought by the cops so i think they are working on it or compleately forgot it I am also looking for the answer

Whatever the reason, authorities have found that although there is no way to stop graffiti altogether, there may be ways to reduce the volume of it but that would involve catching them....if they can.
