The reason that humidity is very high in coastal areas is because of the ocean. The air is able to pick up water from the ocean, the water in the air makes it more humid.
It isn't all of the time and in some areas never is.
Who said they were? There are plenty that aren't, right around the British Isles for example. All around Skandinavia for another.
As they are nearer to the sea, the moisture content in air is more(mostly during hot , sunny days) and hence have high humidity.
