Every Search engine has an automated software that remembers HTML outputs of every page they can reach. Further they measure 200 or so different signals like number of links pointing to each page, use of keywords on the page, amount of trust the domain holds, the reference links you point to, social media votes and much more.

So different search engine software called algorithms have different ways of evaluating each signals and generating the SERP results on the basis of those calculations. While Goolge might be using 207 (just saying) signals, Bing at the same time might be using 170 signals and Ask.com probably would be using 55 signals. So depending on that they deliver different results.

Each algorithm is a patented idea and the search engines do not share them with each other. Its actually silly to assume every man will have the same opinion. The more number of stimuli you take into account in decision making the harder it become to predict the best answer. Hence the difference.
