I assume you mean polystyrene. At any rate, "foam" contains air bubbles within the solid plastic or medium. Air is an insulating material (bit of a generalisation, but don't know to what level you want to the information). This stops thermal convection occurring, and prevents heat entering the container, in much the same way as a vacuum flask or Thermos keeps a drink hot.
