Boiling water begins with a high temperature compared to its surroundings, and therefore has a large temperature gradient.
As the heat disperses into the surrounding air, the water cools significantly, while the air heats up only fractionally, reducing the gradient.
As the gradient decreases, the speed at which the heat is lost also decreases.

On a molecular level, the heat is actually kinetic, or movement, energy.
As the molecules of the water have more heat energy, they move more, and colide with slower moving air particles.
Some of the heat energy is transferred into the air, which is then 'diluted' by the volume of air.
As the difference in energy between the air and the water decreases, less energy is lost to the air as the water molecules collide with it.
This has the overall effect of slowing the rate of cooling.

Boiling water is at 100 degrees Celsius. Water does not boil at 99 degrees so even a slight cool down stops the boiling. However the water is still hot.
